Well my goodness.. its been a while hasn't it? Gosh..
So I'm a bit out of practice but I wanted to put something up and as quick as I could (which was NOT all that quick let me tell you.) Though it does feel really good knowing every single pixel is yours and yours alone. I did this base a while back but I did make a few new faces.. this was one of them. I worked with a somewhat limited palette, don't ask me why. I think its around 24 colors?
Anywho she's not perfect and I'm probably going to regret not having made her specifically for a contest (I need a approval damnit!).. but here ya go..
Just a doll.. for no good reason.

I love this one. 
The dithered shading works really well and the folks of the dress look great. She's really got that steampunk theme going for her, and you've picked a great palette to suit.
There is something about the pocketwatch's tassles that don't seem quite right, possibly the movement of them? If she's simply standing, I'd expect them to fall vertically rather than spun off like that, so that might be something to watch out for in the future. The cover of the watch also looks smaller than the face itself. However, it's otherwise drawn and shaded really nicely, though perhaps might look better if it's set in her hand, as the string (?) it's hanging from can't really be seen so it looks a little odd there.
The base is well drawn again, and I love that hair! The boots really appeal to me, too, as well as the flouncy underwear.
